Purpose and basis of this report
This is the annual report of activities of Stichting UnitedPeoples for the financial year 2025, published in fulfilment of the foundation's obligations as a Dutch public-benefit institution (ANBI). It is read alongside the foundation's Policy Plan, its statement of governance and remuneration, and its financial statements for the year.
2025 was an early foundation-building year. The institution was not yet operational: it was taking its first documented form and being shown, for the first time, to prospective allies and funders. This report describes that work plainly, and distinguishes throughout between what the foundation is today — a Dutch foundation in the early stages of its founding design — and the far larger institution it is being built to become.
The foundation in brief
Stichting UnitedPeoples was established by notarial deed on 4 June 2024 and entered in the Netherlands Business Register on 5 June 2024. It holds ANBI public-benefit status with effect from 16 July 2024.
Its statutory Object (Article 2 of the Deed of Incorporation) is to address humanity's systemic and global crises by organising and catalysing systemic transformation — for a sustainable, just and liveable world with equal opportunities for all — particularised across seven public-benefit areas spanning welfare and development, protection of nature and the environment, a more sustainable economy and science, access to health and care, the reduction of inequalities, peaceful and inclusive institutions, and international cooperation. The foundation is a not-for-profit and pursues no profit of its own.

Governance
The foundation is directed by its board. Board members are appointed by the board itself and are unremunerated — they receive no compensation for their board service; only reasonable, pre-approved travel expenses incurred in the performance of their duties may be reimbursed. The founder, R.J. (Bob) Westrope, serves as Chairman and Acting Chief Executive and has worked unpaid throughout the design phase. The foundation paid no salaries in 2025.
A material governance change in the year. In late 2025 the board was reconstituted. Two founding directors stepped down, and on 17 December 2025 the board appointed two new members, Juriaan H.J. Bosman and David Janzen (registered with the Chamber of Commerce in early 2026). The continuing board is chaired by the founder, with Bosman and Janzen. The board treats its present composition as a founding board: following the founding round, a Supervisory Board would be recruited to a scale equal to the institution's needs.
The board also serves as the foundation's registered ultimate beneficial owners (UBOs) under the Dutch UBO register — a formal registration requirement for foundations, not an economic interest; the asset-lock in the Articles prevents any person from treating the foundation's assets as their own.

2025 was the year UnitedPeoples first took documented, demonstrable form. During the year the foundation assembled the first comprehensive set of founding documents; established the first working demonstration of NAVi, the institution's AI guide; built the first demonstration website; and presented this early body of work to prospective allies and funders at gatherings in Amsterdam (June 2025) and London (November 2025), exposing the project to an international audience for the first time.
The foundation began recruiting its launch team and secured the support of early allies, among them Peter Holbrook CBE (Chief Executive, Social Enterprise UK), Helen Mason (Executive Director, Child Helpline International) and Jolana Jamuna Amara (CEO, The League of Intrapreneurs).
Together, this turned a founding idea into something that could be seen, tested and endorsed — the groundwork on which the far more intensive design and capitalisation work of 2026 would build.
The funding programme — a setback and a restart
The foundation's central financial task in 2025 was to secure founding philanthropic capital. In the third quarter, the senior partner leading that effort suffered a catastrophic health event and was subsequently unable to continue; he stepped down from his role, and the board's composition was adjusted accordingly. The programme was paused and then restarted in late 2025, with the founder continuing as the foundation's sole principal.
Resources and financial position
The foundation held no commercial revenue in 2025 and paid no salaries. Its work was funded principally by its founder, who has committed substantial personal capital to the institution's design and establishment and has drawn no compensation. Expenditure in the year was limited to the direct costs of the founding programme — notarial, registration and legal costs, professional and platform-development costs, and modest operating costs.

Public-benefit character
At least 90% of the foundation's activities serve the public interest. The foundation holds no profit motive of its own; the Articles bind its assets to its Object by an asset-restriction clause, so that no person or entity may treat those assets as their own. On any dissolution, any surplus passes to a comparable public-benefit institution, never to private parties. These features are the basis of the foundation's ANBI status and were maintained throughout 2025.
Outlook for 2026
2026 is the institution's most intensive build year to date. The foundation's priorities are to complete the Due Diligence Book and publish the Founding Memorandum; to build and iterate the v11 financial model; to assemble the full launch team and vendor stack; to stand up a mature working demonstration of the platform (UP HUB and NAVi); to open the founding-capital programme to prospective founders; to re-launch the public website carrying the full institutional case; and to secure the founding (Sprint) capital that releases the build toward public launch. The board also intends to review the 2024 Policy Plan against the institution's current operating model and refresh it where its original timelines and figures have been overtaken.
